Working agreements

Short norms for this runbook and the CL build.

1. Product IA is source of truth — Morgan locks structure; eng nests implementation under Features → Implementation notes.
2. Ship the spine — journeys in order before breadth.
3. Placeholders OK — mark TBD; don’t invent locked decisions.
4. Content owners — Remy + Morgan for product/runbook content; Blake owns deploy / environment details.
5. PRs over direct main — Conventional Commits; request review from PL-Remy when relevant.
6. No secrets in docs — tokens, keys, and env values stay out of the runbook.
